| Hong Kong are ‘D’ |
KUALA LUMPUR: Hong Kong have been rated as ‘D’ by the AFC Pro-League Ad-Hoc Committee after their assessment of the East Asian country’s league scene.
Hong Kong have returned ‘Ds’ in nine areas, ‘Bs’ in seven and ‘Cs’ in 11 which means the committee is not assured of their meeting the target by the due dates.
Hong Kong’s ‘D’ areas are:
1) The league governing body should have a management structure which controls competition, marketing, media and finance
2) Club representatives, ii) representatives of football association and iii) representatives from the league’s top management should be members of the highest decision making body (executive committee) of the league
3) The position of CEO should be full-time
4) The league should have an audited Profit and Loss Statement and Balance Sheet
5) The league should have an auditor
6) The league should have promotion strategies
7) All clubs should have youth development programmes with youth teams in the clubs or affiliated to the clubs
8) All clubs should have or can guarantee the use of the training sites
9) All clubs should conduct activities contributing to the local community of the hometowns
The ‘B’s fields are:
1) Association should have a minimum number of six International Referees by 2009
2) Association should have a minimum number of eight International Assistant Referees by 2009
3) A security officer should be appointed
4) The league should have fan service programmes at league matches
5) Each stadium should have a mixed zone at league matches
6) Match reports should be distributed to media
7) All the clubs should be commercial entities under its national law
Hong Kong have received ‘Cs’ in the following areas:
1) Number of league matches per team in the top divisions should be a minimum of 21 by 2009
2) Average number of attendance per match (2000 by 2009)
3) The league governing body should be a legal entity governed by its football association
4) The league should have a centralised marketing system of the elements such as media rights, certain sponsorships and merchandise
5) Different circulations of the players, officials, media, VIPs in the stadiums should be secured
6) The league should have written security guidelines
7) Each club should have a media officer
8) Pre match /post match media conferences should be held
9) Submission of an audited profit and loss statement and balance sheet to the league governing body
10) All clubs’ head coaches should possess AFC Professional License Diploma or an equivalent licence approved by AFC
11) All clubs should have or should be able to guarantee the use of home stadium with a minimum capacity of 3,000 seats
